Holistic rockfall risk assessment in high mountain areas affected by seismic activity: Application to the Uspallata valley, Central Andes, Chile

AbstractOver large regions exposed to natural disasters, cascading effects resulting from complex or concatenated natural processes may represent a large portion of total risk. Populated high‐mountain environments are a major concern, and methods for large‐scale quantitative risk analyses are urgently required to improve risk mitigation. This article presents a comprehensive quantitative rockfall risk assessment over a large archetypal valley of the Andean mountains, in Central Chile, which integrates a wide spectrum of elements at risk. Risk is expressed as an expected damage both in monetary terms and casualties, at different scales relevant for decision making. Notably, total rockfall risk is divided into its main drivers, which allows quantifying seismically induced rockfall risk. For this purpose, the local seismic hazard is quantified and the yield acceleration, that is, acceleration required to initiate rockfall, is determined at the regional scale. The probability of failure is thereafter derived in terms of annual frequency of rockfall initiation and integrated in the quantitative risk assessment (QRA) process. Our results show the significant role of seismic activity as the triggering mechanism of rockfalls, and highlight elements at risk that have a major contribution to the total risk. Eventually a sensitivity analysis is conducted to (i) assess the robustness of obtained risk estimates to the data and modeling choices and (ii) identify the most influential assumptions. Our approach evidences the feasibility of large‐scale QRAs in sensitive environments and opens perspectives for refining QRAs in similar territories significantly affected by cascading effects and multihazards.

Cost-Benefit Analysis of Seismic Mitigation Measures for Wine Barrel Stacks

This study conducts a cost-benefit analysis of alternative seismic risk mitigation methods for wine barrel stacks. The Chilean wine industry is presented as an illustrative case study in which performance metrics, such as the expected annual loss (EAL) and benefit-cost ratios, are computed for wineries at different locations. By computing seismic risk within a consistent framework, this study shows the value of cost-benefit simulations for defining the best mitigation strategies and allocating economic resources. Likewise, this approach helps communicate information to decision makers because it is presented in a simple and transparent way, even if they are not familiar with formal risk studies. For three-level wine barrel stacks, it was observed that the Cradle Extender®(MS1) prevents a large number of barrel collapses and provides the highest benefit-cost ratio. On the other hand, for six-level wine barrel stacks, the prestressed cable (MS2) is more effective than MS1 as it prevents the barrel stack from overturning. No significant loss reduction is apparent in four- and five-level wine barrel stacks with the use of mitigation strategies; indeed, the mitigation strategies could generate greater losses and, therefore, other alternatives must be proposed.

Overturning risk of rigid electric equipment during mexican earthquakes

This study presents a seismic risk assessment of toppling in electrical equipment supported at its foundation caused by near-fault and far-field ground motions Mexico, for sites located on firm soil. A set of nine electrical equipment ranging in height from 3.0 to 5.08 m, block angle from 18.7 to 34.6 degrees, rigid block frequency parameters from 1.54 to 2.16 rad/s, and sizes from 1.58 to 2.49 m are used. Three conditions are analyzed 1) equipment simply supported on the foundation; 2) equipment anchored to the foundation; and 3) equipment supported on a seismic base isolator. The levels to achieve the failure and reliability of the toppling risk of each of the three conditions studies are computed. The study demonstrates that the mean annual rates of failure decrease monotonically with increasing block angle for both sites and the three conditions studied. This investigation concludes that the reliability for free-standing equipment due to nearfault ground motions is slightly higher than for equipment anchored to the foundation or equipment supported on a seismic base isolator. However, for equipment under the ground motions originated in a far-field source, the reliability for anchored equipment is slightly higher than for free-standing equipment or equipment supported on a seismic base isolator.
